California's Prop 22 defining marriage between a man and a woman was a constitutional amendment.

No, it wasn't. It was an initiative statute.

I think they did it that way because of the lower signature requirements.

At the time too no one thought the extreme Leftists in our State Legislature would try to legalize gay marriage. The Democrats have endorsed it which means they're well to the Left of most Californians on our most important social policy question.
