Data shows world awash in stolen nuclear material

SAN FRANCISCO - International researchers have compiled what they say is the
world's most complete database of lost, stolen and misplaced nuclear material -
depicting a world awash in weapons-grade uranium and plutonium that nobody
can account for. "It truly is frightening," Lyudmila Zaitseva, a visiting fellow at
Stanford University's Institute for International Studies, said this week. "I think
this is the tip of the iceberg."
Stanford announced its database as U.S. senators held a hearing in Washington
to assess the threat of "dirty bombs," or radioactive material dispersed by
conventional explosives.
The Stanford program, dubbed the Database on Nuclear Smuggling, Theft and
Orphan Radiation Sources, is intended to help governments and international
agencies track wayward nuclear material worldwide, supplementing existing
national programs that often fail to share information.
The project took on added urgency following the Sept. 11 attacks on New York
and Washington, which spurred fears that extremists might seek to use nuclear
weapons in the future.
"It blows the mind, the lack of information," said George Bunn, a veteran arms
control negotiator and a member of the database group. "What we're trying to
say is: 'What are the facts?'"
CHILLING FACTS
The facts, even on cursory examination, are chilling.
Zaitseva said that, over the past 10 years, at least 88 pounds (40 kg) of
weapons-usable uranium and plutonium had been stolen from poorly protected
nuclear facilities in the former Soviet Union. While most of this material
subsequently was retrieved, at least 4.4 pounds (2 kg) of highly enriched uranium
stolen from a reactor in Georgia remains missing.
Other thefts have included several fuel rods that disappeared from a research
reactor in the Congo in the mid-1990s. While one of these fuel rods later
resurfaced in Italy - reportedly in the hands of the Mafia - the other has not been
found.
The Stanford group, led by nuclear physicist and arms control researcher Friedrich
Steinhausler, decided to form its database after becoming alarmed over the
patchy nature of most of the available information.
Combining data from two existing unclassified databases and adding new
information from sources ranging from government agencies to local media
reports, the team has evaluated each entry for accuracy and probability.
An expert at the Federation of American Scientists, the oldest U.S. arms control
group, welcomed the establishment of the database, saying it could play a
crucial role in helping governments ascertain the real level of nuclear threat.
"This is a smart step," said Michael Levi, director of the group's Strategic Security
Project. "Knowing what's out there is the first step to bringing it back in."
'ORPHAN' RADIATION ALSO A THREAT
The database includes illicitly obtained weapons-grade nuclear material as well
as "orphaned" radiation sources - scientific or medical material that may have
been lost, misplaced or simply thrown away but which still poses a health and
security threat.
Steinhausler said the database would be open only to approved researchers, and
that the Stanford group was beginning to contact government agencies in the
United States and Europe about sharing information to build more effective
international supervision of nuclear material.
"We cannot supply the means to improve the situation," Steinhausler said in a
statement. "We're pinpointing weaknesses and loopholes and saying, 'Do
something about it.'"
Zaitseva, visiting Stanford from the Kazakhstan National Nuclear Center, said the
database was helping to build a dim picture of the market for stolen uranium,
plutonium, and other dangerous materials.
But she added that while in many cases those behind nuclear thefts can be
identified, the ultimate destination of the nuclear material has remained a
mystery.
"We haven't found a single occasion in which the actual end users have been
caught," Zaitseva told Reuters.
"We can only guess by the routes where the material is going. We can't say for
sure if it is Iraq, Iran, North Korea, al Qaeda or Hezbollah. We can only make
assumptions."
She added that the dangers of an unsupervised, underground market in nuclear
material were likely to grow, noting that a U.S.-sponsored program to secure
nuclear components in the former Soviet Union thus far had only locked up about
a third of an estimated 600 tons of weapons-usable material.
"It's just not protected," she said. "This is hot stuff. If you steal 20 kilograms of
that material, you can build a nuclear weapon."

AFGHANISTAN: TONS OF MUNITIONS COLLECTED; IED SUSPECT CAPTURED
BAGRAM AIRFIELD, Afghanistan - Afghan National Police officers turned in more then 1,000 rockets and other munitions to U.S. forces near Ghazni on July 7 after having collected them from around the region.
In addition to the rockets, police collected more then 400 mortar rounds, more than 200 recoilless rifle rounds, 150 machine gun rounds, 75 rocket-propelled grenades and four anti-tank mines. Ninety-five percent of the munitions were reported as serviceable and one quarter were still in their original packing materials.
Coalition forces transported the weapons to a nearby base for destruction.
"We are seeing district and provincial governments across the country prepare for the National Assembly Elections in September. Part of that process is vetting candidates who want to run for seats in the parliament," said U.S. Army Lt. Col. Mike Fenzel, deputy commander of the Coalition's Regional Command East. "But in order to be favorably considered as a candidate, former warlords, fighters, and citizens with caches of weapons have to demobilize and demilitarize to even be considered. We've watched a steady flow of weapons and ammunition being turned in and collected by the Afghan National Police around our area of operation, all as part of the democratic process. These are very clear signals that democracy and security are taking hold in Afghanistan."
Elsewhere in Afghanistan, U.S. Soldiers patrolling near Qalat captured a man believed to be responsible for the detonation of an improvised explosive device that was triggered as their convoy passed July 7. The detonation caused no injuries or damage.
The man believed to be responsible for the attack was being questioned.
U.S. forces pursued a second individual believed to be involved in the attack but were unable to apprehend him.

'America Counting on You to Stop' Terrorists, Bush Tells Terror Fighters

WASHINGTON, July 11, 2005 – The nation's greatest mission is to prevent terrorists from launching more deadly attacks like those of Sept. 11, 2001, and the July 7 bombings in London, President Bush said at the FBI Academy in Quantico, Va., today.
"As we saw in London last week, the terrorists need to be right only once. Free nations need to be right 100 percent of the time," President Bush told an audience at the FBI Academy at Quantico, Va., today.
"Whether you're fighting terrorists in Afghanistan or Iraq, or rooting out terrorists here at home, America is counting on you to stop them," Bush told representatives of the FBI, the Drug Enforcement Administration, the Marine Corps, and other government officials.
To assist these groups in winning the global war on terror, Bush said, the government has more than tripled funding for homeland security since 2001. More than $14 billion of that funding has gone toward training and equipping first responders.
The president praised the intelligence community, which he credited with thwarting a number of grave threats to the American people. But he cautioned that the enemy is constantly changing, studying U.S. defenses, and adapting its strategies. That requires a constant strengthening of U.S. capabilities, he said.
"One of the new steps we're taking is the creation of the National Security Service within the FBI to more completely integrate the bureau's work with the intelligence community," Bush said. "The purpose of this change is to strengthen the FBI so that it not only investigates terrorist crimes after they happen, but the FBI can be more capable to stop the terrorist acts before they happen."
Another tool, "one of the most important" for federal agents in their efforts to protect America, is the Patriot Act. What the president described as 16 critical provisions of the act are due to expire at the end of this year. He called upon Congress to reauthorize these provisions.
"The terrorist threats against us will not expire at the end of this year, and neither should the protections of the Patriot Act," he said. "We know that there's no such thing as perfect security and that in a free and open society, it is impossible to protect against every threat.
"As we saw in London last week, the terrorists need to be right only once. Free nations need to be right 100 percent of the time."
While the al Qaeda network has been damaged across the world, Iraq has become the central front in the war on terror, Bush said. And though the terrorists continue to fight in Iraq for the survival of their "hateful ideology," U.S. and coalition forces are working to make Iraq a successful democracy, he said.
Bush acknowledged the stakes are high but, he added, no one knows that better than the troops on the ground. He quoted one American battalion commander in Iraq who wrote in an e-mail: "I know that most of you are probably asking if our presence here and loss of human life are worth it. We're here for a purpose, and if not now, when will we stand up to the terrorists that are sick enough to do these things in God's name?"
"We are standing up," Bush said. "And the sacrifice is worth it. By helping ... the Iraqis build a free nation that is an ally in the war on terror, we are advancing the cause of freedom and the cause of peace."
He said the U.S. plan for Iraq can be summed up this way: As the Iraqis stand up, the United States will stand down.
Iraqi forces are standing up in greater numbers, Bush said, telling of an Iraqi traffic officer who watched colleagues die when a car coming toward them exploded. Though many of his friends did not survive, the officer vowed to remain a policeman and serve his country, Bush said.
This is matched by political progress, as well. Iraq's new leaders are reaching out to Sunni Arabs who didn't participate in January's elections. Also, the president said, 15 Sunni Arab delegates have recently joined the committee drafting the new Iraqi constitution.
"As Iraqis take these steps toward political and military reform, they are building a free nation that will be a beacon, a beacon of liberty in the Middle East," Bush said. "The success of democracy in Iraq is sending forth the news from Damascus (Syria) to Tehran (Iran) that freedom can be the future of every nation."
He vowed not to let the terrorists win but at the same time acknowledging that the fight wouldn't be easy.
"There will be tough fighting ahead. There will be difficult moments along the path to victory," Bush said. "The only way that terrorists can win is if we lose our nerve. This isn't going to happen on my watch. America and its allies will continue to act decisively, and the cause of freedom will prevail."

Upping the ante in a deadly nuclear game

The Guardian of June 9 reported the disappearance from the International Atomic Energy Agency of a set or sets of detailed engineering plans for making nuclear materials and weapons of mass destruction (WMD). While there never have been any significant scientific secrets on the nuclear bomb, there has been somewhat restricted engineering information that would enable others to speed up, make more cheaply and avoid obvious tell-tale aspects of acquisition. Now we must assume that production information is widely available.
It appears that this is a more important stage in the increasing insecurity of the world than may have been realized. Perhaps one sign of this lack of recognition is that, to the best of this author's knowledge, the story of the disappearance of the engineering data did not appear in The New York Times, The Washington Post or other major American newspapers. Yet, the presumed availability of this information moves us, potentially at least, into a dangerous new phase of the spread of WMD: what was once only theoretical, the so-called "nth nation" threat – "the proliferation of nuclear weapons to an indeterminate but increasingly significant number of states that now do not have them" - is or soon might be a reality. Worse, the "classical" definition of the "nth nation" must now be redefined as the "nth group" since we have to assume that whether or not they now can acquire nuclear weapons, circumstances are likely to arise soon in which groups that are not nation-states will be able to do so.
