Occassionaly here in So Cal, we get something like that after a test firing of a missile at Vandenberg...someone explained to me that it is the rocket propellant residue in the atmosphere. Not sure whether he was yanking my chain or not, but it sounded plausible.

They're correct.

Actually I heard on KTSA radio that there has been some cloud seeding going on in the past few weeks. It said they use some type of flare to disperse the particles. Maybe related?
