MONTGOMERY - The House passed a bill Thursday that would require mandatory castration of people convicted of violent sex crimes against children under 12 and would require them to wear electronic monitoring devices for the rest of their lives after release from prison.
The House, during more than three hours of debate, heavily amended the legislation proposed by Gov. Bob Riley and Attorney General Troy King. The House bill would prevent all convicted sex offenders from working or loitering within 500 feet of a school, park or business that educates or entertains children. The bill passed the House 96-0.
A milder version of the legislation passed the Senate 35-0. The Senate version increases penalties for sex offenders, provides for electronic monitoring for at least 10 years and toughens requirements for them to report their location to police.
But it does not include the castration requirement or tougher language added in the House. The version of the bill passed in the Senate is what King recommended.
House Speaker Seth Hammett later said he was concerned the House might have amended the bill so much that it is no longer constitutional. He said he hopes the final version will be closer to what Riley and King wanted.
Either the House or Senate version must pass in the other chamber before the legislation can become law.

Hispanic families have more children than blacks or whites and black males father more children than whites. Therefore, the same punishment for the same crime would have a great punishment impact on a Hispanic or nlack perp than a white. There are lawyers already buying yachts on their potential winnings!
What is a "violent sex crime"? Depending on the defination, a woman would be quite capable of committing such an offense.

I completely agree with you. Other body parts and other items can be used to molest/rape.
They should make it mechanical (rather than chemical), it should be public, and every one on the sex-offender registry should be required to attend.
Simpler just to execute them. As they've destroyed lives, their lives should be destroyed.

What all fail to understand is that the deed is NOT about sex. It is about alot of things but not sex, this is what the research shows.
Electronic bracelets are only good for tracking people willing to wear them.
Eventually, however, in the name of "fairness," everyone will be required to wear a chip embedded in their big toe, and we'll all be tracked everywhere, and punished for being untrackable. Like driver licenses, they'll be needed to move about "freely."
This country is going soft, what with a century of suckling at the govt mammaries. We don't (in sufficient numbers) uphold our culture, our heritage, our liberties---or our moral code.
Only the culture, heritage, rights and moral code of the justly convicted, elicit the sympathy of the left and the squishy middle, and that's the majority.
I think they should be emasculated then placed in the general population of maximum security prisons.
Back in the late '70's/early '80's in the city where I live there was a guy known as the "Southwest Molester". He used a hair brush to rape women.
Castration of sex offenders is not a solution, in my opinion.
We had our male dog 'fixed,' but he still can & will readily mount any female dog in heat, he just doesn't make puppies.
Anyone bent on doing evil will find a way. Isolate them or eliminate them.

I don't believe that. Never have. There's a sexual aspect to this, otherwise they'd choose some other way to express their, well, whatever it is they're trying to express. They're sick and twisted, and their sexual desires are likewise sick and twisted.
I think they should cut off their weenie, too.
Well, my male cat does the same thing to my two female kitties and they've all been fixed. So there you go.
I vote for life in prison with out parole.
