MONTGOMERY - The House passed a bill Thursday that would require mandatory castration of people convicted of violent sex crimes against children under 12 and would require them to wear electronic monitoring devices for the rest of their lives after release from prison.
The House, during more than three hours of debate, heavily amended the legislation proposed by Gov. Bob Riley and Attorney General Troy King. The House bill would prevent all convicted sex offenders from working or loitering within 500 feet of a school, park or business that educates or entertains children. The bill passed the House 96-0.
A milder version of the legislation passed the Senate 35-0. The Senate version increases penalties for sex offenders, provides for electronic monitoring for at least 10 years and toughens requirements for them to report their location to police.
But it does not include the castration requirement or tougher language added in the House. The version of the bill passed in the Senate is what King recommended.
House Speaker Seth Hammett later said he was concerned the House might have amended the bill so much that it is no longer constitutional. He said he hopes the final version will be closer to what Riley and King wanted.
Either the House or Senate version must pass in the other chamber before the legislation can become law.

Reality is that there's other ways than sex to express aggression. The fact that some of these folks choose sex to do it, suggests (empirically) that there is a sexual element to their actions. It's not a normal sexual urge, but it is sexual nonetheless.
There are several very good books on the subject written.
They actually get a bigger high off of what they do before they commit the sex act.
The stalking, planning, thinking about it, the excitement. This is considered to be level four of sexual addiction and is the worse level.
The sex act is actually a let down and they fell bad about it, To overcome the feelings about this they have to start the additive cycle all over again.
Read "None Dare Call It Love: Recovery from Sexual Addiction", by Patrick Carnes. He also has several other books on the same topic and is considered one of the foremost researchers into this area.
This is the least that should be done.

My only questions are: What about when violent crimes are committed against children 13 years old and on up? And how about when violent crimes are committed against young adults and middler agers and the elderly?
I think ALL violent and/or repeat offenders should be castrated and leg cuffed forever. Period.
Stalking etc is no foreplay. If you recall this last guy stalked her parent and her friends for days before he moved in for the kill. That is the part they get off on. And the excitement of what they are going to do, the planning, stalking, watching, thinking about what he will do. The actual act of sex is not what they seek, it is somewhat of a letdown for them.
It is everything before that, even the choaking, beating, etc., but the sex act is not what they get the kick from.
Most actually feel bad after the sex act and that starts the cycle all over again to get them out of their feelings of guilt and shame.
Most are "acting out" scenes from their own childhood, not an excuse, just a fact.
I once knew a women whose claimed her parents were part of a Satanic Cult, at the age of 6 she was introduced to group sex with 10-12 men and the busness end of a cattle prod.
Would this actually stop sexual abuse...there's other ways besides having a penis to continue with sexual abuse. Will castration actually stop the thoughts that drives these sexual abusers? I've heard the only cure is a double tap to the head.
OK, then give them a choice. They get the death penalty, unless they want to be castrated instead.

I'm referring to the whole package, and you're referring to the sex act itself -- and even you're blaming the sex act for triggering the next round. The fact remains that all of this inevitably culminates in the sex act -- I really don't think it's kosher to try to separate the act itself from the events leading up to it....
These folks are sick, no doubt about it. (And they need lobotomies, perhaps, rather than castration.) What's "sexual" for them probably bears little resemblance to what's sexual for us.
Does gun confiscation end murder? Blaming inanimate objects for bad behavior is attractive since it shifts responsibility to a simple object which can then be removed.
People convicted of violent sex crimes against children under 12 deserve every punishment that man can think of then be executed by stoning or starvation.

True, but haven't judges offered that as an alternative to sentencing? This will have a fight to be used as a regulat alternative ... I say ship them to a remote island, surrounded by gator's and drop them off.

Recently I believe sex offender's were being prescribed this medication and the government picks up the bill.

While this is a good start and its great to see my Alabama legislators doing something useful for a change; but it isn't going to solve the problem. Only lifetime imprisonment or execution will help.
