So which Democrat president created the EPA, the Department of Homeland Security, Affirmative Action, the most restritive campaign law in history, Federal power to check out your reading material, and so many other Federal programs?

It's a tall order but I'll give a partial answer.

The EPA was created by Nixon to consolidate these Federal Departments:

The functions carried out by the Federal Water Quality Administration (from the Department of the Interior).

Functions with respect to pesticides studies vested in the Department of the Interior.

The functions carried out by the National Air Pollution Control Administration (from the Department of Health, Education, and Welfare).

The functions carried out by the Bureau of Solid Waste Management and the Bureau of Water Hygiene, and portions of the functions carried out by the Bureau of Radiological Health of the Environmental Control Administration (from the Department of Health, Education, and Welfare).

Certain functions with respect to pesticides carried out by the Food and Drug Administration (from the Department of Health, Education, and Welfare).

Authority to perform studies relating to ecological systems now vested in the Council on Environmental Quality.

Certain functions respecting radiation criteria and standards vested in the Atomic Energy Commission and the Federal Radiation Council.

Functions respecting pesticides registration and related activities now carried out by the Agricultural Research Service (from the Department of Agriculture).

Several of these are FDR's but I know the FDA originated with Teddy Roosevelt along with the Department of the Interior. I think a couple came from Truman, Kennedy and LBJ.

Homeland Security is Bush.

Affirmative Action is LBJ.

Most restrictive campaign law is easily John Adams. His Sedition Act caused Ben Franklin's grandson to be arrested. But the Democrats start with Jackson so I'm not sure if you want to count this.

The government has been reading people's personal mail since forever so I think Washington gets the nod on that.

No, it's Nixon. It's an outgrowth of LBJ's so-called "civil rights" bill of 1964, granted, but it comes from Nixon's "Philadelphia Plan."

The campaign-finance law I was referring to was McCain-Feingold, given to us by the last Congress (the 108th, Republican controlled) and this Administration, updating the Ford-era "Watergate" campaign "reform" law. McCain-Feingold prohibits us from criticizing any officeholder in the media for TWO MONTHS before an election. First Amendment violation,anyone?
