Absolutely. And unfortunately.

Although in one sense you may be correct. All of this kind of crap the feds do is basically a scam.

Here is a scan of the first letter I received "reminding" me to fill out the form.

The second letter was a little more pointed. It said that if they didn't get it back a person was liable to call on me personally.

Regarding the ACLU, they probably require proof of DIMocratic voter registration.
