It's because of the language difference.

There is a lot to be said for that common bond.

"Borders, language, culture," Michael Savage's slogan. Whether you love or hate Savage, he has popularized the formula which really isn't that novel. I first picked that one up from Geography class; it makes up the necessary elements for a nation: shared language, defined borders, and common cultural heritage.
