Offer by Europe Would Give Iran Nuclear Future

WASHINGTON, Aug. 4 - In a first test of the new leadership in Iran, European negotiators have prepared a sweeping proposal that raises the possibility of Iran acquiring nuclear reactors and fuel, and of achieving a full political and economic relationship with the West, if it ends nuclear activities suspected to be part of a weapons program, Western diplomats said Thursday.

The European offer, drafted with the tacit approval of the Bush administration, is to be transmitted by the end of this weekend as the latest step in a European-American effort to get Iran to abandon its suspected nuclear arms ambitions. That effort has run into repeated difficulties, most recently over Iran's announced intention to resume uranium conversion and enrichment in defiance of European warnings.

Western diplomats who have read the European offer or who know its contents said that it presented a full spectrum of relationships for Iran with the West, from technology sharing to trade preferences to security guarantees, if the Tehran government cooperates on nuclear matters, and also on improving human rights and combating terrorism. They said it was much more detailed and specific than the more general offers floated by the Europeans earlier this year, but they did not describe the offer in full.

Since it seeks a pledge by Iran to end the uranium conversion and enrichment activities that Iran insists are its prerogative under international accords governing nuclear technology, there is considerable doubt that Iran will accept it, at least right away. Iran suspended its nuclear work during the negotiations.

A senior Iranian official, reached by telephone on Thursday, said when told about the contents of the proposal that it seemed to fall far short of what Iran wanted.

Of course it does. Iran wants to join the nuclear weapons club. They have made that clear. We have to be equally clear...even more so.

Iran doesn't want a partnership with the west.

Iran wants to dictate to the west.

If Hillary Clinton promised to nuke Iran and North Korea on her first day on the job......she would get my vote.

I am sure that the prospect of successfully appeasing the Iranians thrills both the Europeans and the New York Times, but I certainly hope that the Bush Administration won't fall for this nonsense.

Consider the people who are calling the shots in Iran now, and the fact that Iran has been, and continues to be a state sponsor of terrorism.

I don't see how we can be complacent at the prospect of Iran getting ANY nuclear capability...let alone warheads.

How hard would it be to irradiate material in a 'modified' reactor and put it into an IED. Multiplies the terror aspect tenfold.

I hate Hillary Clinton. And I hate the liberals. But I really fear what is happening in Iran and North Korea to the extent that your proposition is enticing.

The only problem is I don't believe a word out of her mouth. And I know what would happen first even if she did deliver--Iran and North Korea would nuke something else and take someone with `em. And it'd either be American territory or an American ally.

I think you always lose once you start playing with nukes publicly. I agree, however, that we should have nuked them by now or made a statement regarding terrorists' use of nuclear weapons that put the fear of America into their state sponsors, telling them that if we even suspect complicity their largest city will glow for the next century.

If she promised to nuke Iran and North Korea on her first day on the job, I'd find a way to make that happen before the election so you won't feel compelled to drink the Hitlery Kool-Aid.

The problem is that the Europeans have not been sufficiently willing appease. They will have to find a way to appease more abjectly.

It certainly looks as if you are right. I think Europe is just incapable of governing itself any long. It looks as if they don't think long term. They set in place policies that will facilitate their own demise. They should be protected from themselves. I'm talking figuratively, for this time nobody will come to their rescue. I'm not volunteering my son or his children. The ungrateful in Europe can fall on their own swords this time.
