The ONLY possible challenger that would be difficult would be Mark Warner, and I don't see that happening. Warner knows if he loses to Allen (which he would) all bets are off for 2008.
~IF~ (heaven forbid) Tim Kaine were to win in the fall, Warner might see that as a sign he could run against Allen.
BUT, there's no better campaigner out there than George Allen. As much as I hate to admit it, Warner could give him a challenge. But he can't beat him.
He stands a good chance of coming away from his reelection campaign with several million dollars in his treasury to begin his run for president.
Allen/Guiliani in 08. Our best ticket.
Then we should help Allen win his reeelection.
Allen, Guiliani and McCain are the front runners for 08 as of now.
Out of those 3 I would vote for Allen.

Warner is looking at the White House in 08. Warner couldn't run on his record anyway - he raised taxes then had to explain away a huge SURPLUS.
Go George! Hopefully this George turns out better than W if he is elected in 08.

Gov. Mark Warner has indicated that he won't run for the Senate and will instead focus on mounting a 2008 presidential campaign.
Former Lt. Gov. Don Beyer (who was crushed by Jim Gilmore in the '97 gubernatorial race) had been touted as someone who could self-finance an expensive race against Allen. Latest word is that he has pulled out, too, and won't run for anything.
The Dems are now preparing to push for former Congressman L.F. Payne to run against Allen. Payne has been out of office since '96 and ran unsuccessfully for Lt. Gov. in '97. His name ID is probably little north of zero these days.

Of course, there could be something more to it.
Payne was a founder of the Blue Dog Dems in the House. He comes across as a moderate type. I don't think that he would be all fire and brimstone against Allen either personally or ideologically.
Now, Payne works for McGuire Woods. That's where Allen worked between his stint as Governor and Senator.
Could Payne simply be a strawman to allow Allen to have a race that he needs to raise money for?
McGuire Woods is pretty bipartisan in their hiring of ex-politicians.
I'm not sure I'd trust Payne quite that far. More likely this would be the opportunity to rebuild his public profile.

We'd better get to know Allen -- he'll be one of the top contenders for the republican nomination.
