You correct, but if that is all you "hear" you don't understand Dylan.

BTW, my favorite Dylan is I Believe In You off of Slow Train Coming.

I'll admit to that.

It's a curse of having a musical ear. I can't get past the sound to get to the words. Same thing with Janis Joplin.

People like Dylan, Van Morrison, Clapton, Stones were influenced by American Blues, or earlier decades.

John Lee Hooker, Robert Johnson, etc.
