Well, any time you're a commercial driver and involved in a fatality it's pretty much a given.
I'd suspect that in a case like this (many casualties - don't know about fatalities), it'd be a given too.
I don't know about this case, but it isn't unusual for chip trucks to get hung up on tracks. Some truck/trailer combinations are susceptible to getting hung up if theyre overloaded.
A lot of chip or dump trucks are eyeballed and can be way heavier than intended. If they happen to cross a RR track they can get stuck. Mostly the driver will be well away from the impact site and wave goodbye to the truck as the train destroys it.
A lot of trucks are limited to 80,000 lbs. You can routinely go up to 105,500 (at least we did) if you are properly permitted. You have to watch where you go though.
