The term "quiver plea" does not appear in Black's Law Dictionary under "quiver" or "plea." I question the term.

Same here.

Checked the M-W Dictionary , the closest interpretation I can come up with is the defendant's lips quivered as she plead to the charges.

She has been here before, more than once, unfortunately.
