It seems a lot of them are in LA County...Compton, etc. I dont believe you get reassessed immediately from their former values, since there was no sale.

If you improve a house with room additions, you can get reassessed on the added parts, but the old parts keep their old assessments. (not really reassessed, but assessed for the first time)
