They probably were wondering why it took the terrorists so long to carry out a successful 911 attack. If Clinton thought that the OKC Bombing and his handling of that situation actually turned the tide and helped to get him reelected, one can only imagine how he would of handled a 911 attack occurring during his second term. It may have stopped his impeachment proceedings before the votes in the house and senate. Imagine the country rallying around Clinton. I can plainly see Bubba ponding his podium and pointing his finger at us while stating that the impeachment proceedings would have to be put on hold why he ran the New War on Terror from his Command Center in the Oral Office. Heck a 911 attack on Clintons watch would have given Clinton the power to do what we all feared he was going to do. Never leave office ! Perhaps he still has a chance if Hillary becomes the First Man and Billy becomes the First Lady.
Between letting Osama go free and not uncovering the 911 disaster, he threw his foreign policy triumph right out the window.
