Berger's home and office were searched earlier this year by FBI agents armed with warrants after the former Clinton adviser voluntarily returned some sensitive documents to the National Archives and admitted he also removed handwritten notes he had made while reviewing the sensitive documents.
However, some drafts of a sensitive after-action report on the Clinton administration's handling of Al Qaeda terror threats during the December 1999 millennium celebration are still missing, officials and lawyers said.
Berger and his lawyer said Monday night he knowingly removed the handwritten notes by placing them in his jacket, pants and socks, and also inadvertently took copies of actual classified documents in a leather portfolio.

The FBI searches of Berger's home and office occurred after National Archives employees said they believed they witnessed Berger placing documents in his clothing while reviewing sensitive Clinton administration papers and that some documents were missing.
Berger said he returned some classified documents that he found in his office and all of the handwritten notes he had taken from the secure room, but could not locate two or three copies of the millennium terror report.

Why the lie about "no intention to withhold"? If you KNOWINGLY place documents with the handwriten notes in your pants, skivvies, and socks you are obviously attempting to withhold the info in those notes from others.
As well, after stuffing your clothes full, I would not
think the further secreting of documents in a leather portfolio is anything but inadvertent.

As I understand it, it was personell at the archives who became suspicious of Bergler. They then set up a sting more or less, by marking/noting documents which were found to be missing subsequent to Bergler's perusal.
These were probably the memos that referenced Mohhammed Atta that were destroyed so they could not be brought up during the 911 commission.
HAHAHAHAHHAHAHA...they'll probably find more documents doing that, but yeah.
GUARANTEE! The documents stolen by Berger that actually incriminated Willie were destroyed long ago and no trace remains.
