"What made Detroit's experience so stark was the lack of regional planning and the ease with which developments were able to incorporate into new cities in order to avoid sharing their tax revenue with the city, said Margaret Dewar, a professor of urban and regional planning at the University of Michigan."

This is the reason so many are so fond of the concept of 'smart development' and opposed to 'suburban sprawl'. They want to prevent you from moving out of slums like Detriot so they can have your tax money to spend on liberal programs that created the slums in the first place.

This obvious, but insightful definition of the problem bears repeating:

They want to prevent you from moving out of slums like Detriot so they can have your tax money to spend on liberal programs that created the slums in the first place.

Exactly what I thought. Every bad aspect of that city mentioned in the article can be traced back to an over-regulation of free trade...starting with the unions who took so much from their employers that their employers had to let them go. They had no jobs, so they had to move out of the city. That was one of the first dominoes. Their solution is not more free trade, but more regulation to try to take money from a captive audience. And they're actually considering turning the land into farmland? By the time they got finished with the superfund sites and the hazmat cleanup, there'd be no soil left. Just getting rid of the lead-tainted soil would take off the top inch.
