This is a bit like the police shooting someone then charging them with stealing the bullet.
Where I live, a prisoner escaped from a sheriff's deputy. When he was apprehended, he was charged with petit larceny. Theft of a $40 pair of hand cuffs. }:^)
That's actually not far from the truth. In the Soviet Union, the KGB at one point really did send a bill for the cost of one bullet to the families of prisoners they executed.
