That's the guy who wrote the position papers on Iran that Carter used. This collosall failure of the Carter Administration was then selected to head the State Department - an appointment that surprised even his supporters.
Never considered to be an original thinker (in any positive way), his main talent was that given enough time he could bore sides into negotiating a settlement.
