There are enough subs out there at one time (one would almost be enough) to create lots of "living space" in China should they pull the bio-weapon sneak attack (and the subs would be immune to such an attack.)
I don't think this speech is real or the general is just not that smart (and he lost his job soon after it because of it.)
But, bio-weapons are one of the biggest risks we (as mankind) face right now and well into the future. And accidents do happen when you are playing around with viruses etc.
