There's a one-word definition for a situation where you have laws that people cannot know how to comply with, where there are no victims, and there is no defense.
Tyranny.

yup , agreed , however, just a FRiendly FReeper comment,... it would be good to have stricter entry into the privilege of driving , the countries across the pond have higher standards , here,any yahoo can get behind the wheel ,... just a few hours ago, 2 killed many more injured when a POS sped the wrong way on a Newark,NJ street , ya gotta admit , its a free-for-all in most of urban USofA

I wouldn't disagree with any of that.
Forget about drivers, we haven't had vehicle safety inspections for many years. The number of cars with one or more burned out brake lights, tail lights, etc., is incredible. No safety checks, but we have emissions checks every other year.
I can't remember which movie it was but I seem to recall a policeman pulling over a motorist and giving him a sobriety test. He says "OK grab your left foot in your right hand and hop over here OK now do some back flips OK etc..."
One of the signs of a police state is that everyone breaks the law everyday in some way. There are so many laws covering the minutiae of behavior that it is impossible not to break the law and the penalties are substantial (Gulag, reeducation camp ?). So everyone is in fear of the state and its capricious nature because they can be arrested "legally" at any time.
