Having twice watched that part of the program, I find the quoted sentence both to be well-constructed and to make perfect sense when considered in context. The National Geographic special was excellent, in my opinion.
Whether it makes sense or not, it is what was said. So what is your point?
Thats what they said, heard it with my own ears last night as I watched part 1 for the second time. I work up this morning with a headache and it is from reliving this nightmare. No one at my job watched this I believe I was the only one. You see liberals did not watch this nor do they care. If it were a Hollywood version they would have all been discussing this by the coffee pot this morning.
And it would be "shoddy reporting" only if the statement inaccurately or incompletely summarizes what was said by "the officials." Do you have superior knowledge of what "the officials" said?
The sentence in itself is grammatically correct and easy to parse.
