There was some of that attitude in the State department during the inter-war years. "Gentlemen don't read other's mail". We couldn't read enough of their "mail", especially their military codes, and that got us Pearl Harbor 12-7-41.
In fact, that's exactly the "logic" used to shut down American cryptanalysis. The (in)famous quote from Secretary of State Henry Stinson, "Gentlemen do not read each others' mail," was as wrong as it gets -- on many levels.
