I am almost positive I saw these in the Smithsonian
So did I, many times. What always surprised me was that the "rubies" where those plastic circles with the hole in the middle for the thread.

The plastic circles are sequins, done in a layered pattern. I know...I studied photos of them to re-create Ruby Slippers for my daughter's Halloween costume when seh was a little girl...I also sewed a darling blue gingham jumper style dress as well.
The following Halloween I made her a Glinda (the good witch) costume...and if I must say, I out did myself...layers of pink netting, silver stones and sequins (air conditioning baffling fashioned into her tiara)...my daughter and I are big Wizard of Oz fans.
The ringtone on my cell phone is 'Somewhere Over the Rainbow.'
