I don't know about the other attacks, but some have theorized that 911 was anticipated. The dems really wanted to win 2000 because it would have provided an excuse to perform a coup of sorts- to massively advance the control structure over the US population.

I believe precisely what you have stated. It was a game to see just how much the population and media could be manipulated and what they found out was quite simple, "what a President does in his personal life is nobody's business, even if it does happen in a government office."
The only act I could imagine with Janet Reno would be aptly named, the Comrade Act.

9/11 would have been the perfect excuse to impose martial law by clintonia, it was fatefully just a little late. Watch the NG special. The terrorists had some issues and from what I gather, the attack was delayed over a dispute or logistics.
