Flooding French Quarter....Marshall Law declared....no water...no electricity.....temp. expected to be 91 degrees today.....everyone has been ordered to evacuate the city....Shep on FOX reporting as he leaves city......flood much worst today than yesterday....don't know the source exactly...fires breaking out.....Dear Jesus I ask for your mercy on the people of NO
