PKM, I don't doubt that number when you take in all the southern part of LA, and the Gulf Coast of MS and AL. In some of the marsh county the land the homes were built on may not even exist now.
The east/west transportation corridor, I-10 will be cut for sometime while rebuilding. The route will have to move upstate LA, MS, AL, FL. I suspect the railways will be damaged. No telling what exist with some of the communication structures along the way and transmission towers for the electric utilities. Assessments and impacts just aren't known at this time.

Actually, the "With Enough Shovels" book was leftist crap, based on an ambush-journalism of T.K. Jones (the civil defense official you mentioned). It was intended to show how those Wascally Wepubwicans were all a bunch of trigger-happy maniacs set on starting a nuclear war with the peace-loving USSR.
Jones was (and remains) absolutely correct. Yes, you can survive a nuclear blast (assuming you do not live next to a prime ground zero such as an ICBM silo) using a door, a shovel, and some dirt. Once the blast and thermal pulse have dissipated, your next job is to get the heck out of there if you live downwind of the blast. Do those two things, and you are on the road to surviving a nuclear attack.

Even the best evacuation plans are worthless unless implemented in a timely manner. The mayor of New Orleans refused to call an evacuation until Sunday morning. There is no way to evacuate a city the size of New Orleans in 36 hours.
Because conditions are unsuitable for him to do so? And even if he does, he'd be demonized for grandstanding anyway by the Left?

This morning they were saying $38 billion but recently heard $50 billion. This disaster is so huge from everything you have mentioned that I cannot even fathom how they are going to rebuild.

It sounds plausible. No running water or sewage. No electricity. Massive flooding and entire areas obliterated. No mail service. No businesses.
I feel especially sorry for the elderly and disabled who stayed behind, worried to leave what they knew, or, afraid that they couldn't make it out.
No matter what we may think of folks who could leave but didn't, the sadness here is enough to overwhelm.
First thing to do is to get the danged water out of there, that's for sure. I'd have been glad to drop one of those 3ooo pound suckers on those levies.
Just heard on WWL that there will be nine feet of water over all of New Orleans in the next 12-15 hours according to the Mayor's office.

I heard the guy in charge of the Port of NO say he warned off all boats and other traffic from the port effective Saturday, and that nothing was on the water nearby. He had everyone stopping upriver, or, way across the Gulf.
Gotta love those mariners.
An earlier poster mentioned a US Navy amphib ship heading into that vicinity, so a "tsunami" style operation may well already be in the works...

Carrier ships and huge cargo planes are the best means to transfer this many civilians to a wide open spacious and secure area like Texas(one example) for temporary residence for now. All other people who have families or good friends should seek housing with them. Times are tough, time to stiffne backs, lace up shoes and make lemonade out of the lemons this hurricane dumped on the south. Move forward.

Some colonel from the DHS is on Fox now saying there are several breeches, the widest of which is 300 feet wide. Black Hawks and Chinooks are coming through with cement barriers to drop in the biggest breech.

I can. Put all the people(and welfare recipients) who are able to work, rebuild the damaged cities and towns when ready and water has receded as was done during the depression era. Many depression era homeless and jobless people were put to work. The LA and Mississippi natives who are displaced should be a part of rebuilding their cities and towns instead of sitting around doing nothing.
I remember that storm, my husband and I were newlyweds living in northern Ohio where he was going to school. We were without power and heat for days. We spent hours huddled in bed under the blankets playing rummy and doing what newlyweds do. BLUSH! Anyway we have a daughter to show for that storm. ;)
The city government of New Orleans has no work to do for at least two months, and should be dissolved.
The metro N.O. area should be placed under martial law, run from Washington. Governor Blanco can be allowed to do photo ops when she stops crying.
