Mindboggling NO didn't worry over the years as they sat back and watched the levys sink lower and lower. Heard all day that there's more water today rising and they had no idea where it was coming from. DUH, ever think it might be that all the rain dumped in the higher land ran down into that bowl, huh? It's amazing how hours before and weeks after a disaster, people get really stupid.

When was the last time the leeves/pumps were assessed? In the 1960s?

People sit back and think it won't happen to them, and then when it does happen the finger-pointing and blaming starts. These people remind me of car owners who don't do routine maintenance on their vehicles until something major happens.
