You need not drive a hurricane to drive the events. Rudy G wasn't driving (or more accurately flying) the planes on 9-11, but he took charge of the situation rather than have the situation take charge of him.
That's all I am saying - it's gut check time and the leadership missed the gut check. That has nothing to do with driving a hurricane, and everything to do with how you react to a hurricane.

I have never tried but it may be difficult to drive a hurricane. Maybe a 10 or 20 megaton nuke set off in it's path, could do it. Of course it might strengthen the beast instead.
