Where was the plan? I mean it isn't like every other hurricane in the Gulf didn't at look like it might hit NO. Where was the drill? Firemen practice, policemen practice, Homeland Security practices, they get ready, they tell us what we need to have in case of an emergency but NO didn't have a plan?!?!
