NEW ORLEANS, Louisiana -- New Orleans resembled a war zone more than a modern American metropolis on Tuesday, as Gulf Coast communities struggled to deal with the devastating aftermath of Hurricane Katrina.
Deteriorating conditions in New Orleans will force authorities to evacuate the tens of thousands of people at city shelters, including the Superdome, where a policeman told CNN unrest was escalating.
The officer expressed concern that the situation could worsen overnight after three shootings, looting and a number of attempted carjackings during the afternoon.
Officials could not yet provide accurate estimates for fatalities or time needed for recovery in the area and are focusing, instead, on widespread search-and-rescue operations.

New rule - all looters must stay.
looters are counting on staying.
It is fun to hear the democrats squirm if nothing else.
I meant stay and die there.
Sounds like a tinderbox. I hear people are leaving the Superdome to loot.
The looters probably want to stay. I have no problem with allowing that. They'll no doubt die while dreaming of ripping off others goods.
What a pathetic excuse for human beings.
With all the flooding, what's left that's worth looting and just where do they plan on going with it? If I had left it would have been with all my valuables.
"communities struggled to deal with the devastating aftermath of Hurricane Katrina."
Not to worry; help from the international community is on it's way, given in appreciation of our assistance during the tsunami disaster. Isn't globalization a blessing?
Who ordered the Superdome to become the stinkydome in the first place... All warnings pointed to downtown N.O. being flooded.
Sounds like waterworld ...
Evacuate them to WHERE?
Why is it when one see's looters on the news they all look like the same. Do they travel around? Do they not age they look about the same age as the one I saw in california years ago.
I was thinking that this might be a good time to bring back DDT and the cruise ship idea makes a lot of sense. I pray that loss of life will be as minimal as it can be, but obviously the longer the water stays the more likely for total property loss. Hopefully most will have friends and family elsewhere that can provide intermediate term shelter.
That wild eyed look is common to those who have lost all semblance of honor or self control.

I saw some homeboys on Fox load up a piano with all their goods and wheel it down the street. I broke down in hysterical laughter, much to the dismay of my Dad who just shook his head. They literally stole a piano, filled it up with goods and whelled it away. If these people could only put such thoughts to legitimate enterprise!!!!!!!!
Amazing, isn't it.
Wait a minute. Is this a hurricaine or a race riot? I am getting confused.
However they do it, they need to start getting people out, now.
They need to start setting up refugee camps in Memphis, Little Rock, Houston, etc. and start bussing people out of New Orleans. With the damage in the area, it is better to get people to safe shelter rather than bring relief supplies to them.
They should start with the people in the Superdome, then use it as a staging area for the people who are being rescued.
People will need shelter for weeks and months, not days. Even wealthy people are going to have difficulties and the very poor are going to be left with nothing. The looters won't have anything, their houses will just be full of ruined TVs and stuff they can't carry out of the city.
The damage isn't limited to New Orleans, but the flooding will make a large area of the city unihabitable for months.
Someone needs to take charge and get people moving.

Yeah, it's a shame it can't be the elected leaders like the Governor and Mayor of NO.
