Is this the same as the Shell Capline? Because that's operating at a fraction of capacity.

Capline runs north from the New Orleans area and delivers crude oil into mid-continent refining centers. Colonial pipeline runs from Houston thru Atlanta then on to New York. Colonial delivers gasoline, heating oil, diesel fuel and jet fuel to the North East. Plantation pipeline runs from Baton Rouge to New York and also delivers finished products.
