Forgetting for now the strangeness of this thread I think it is a fair question to ask that after the threat of Ivan doing this last year,what actions did anyone in the civil government of New Orleans do to raise the levees or have an evacuation plan.
I don`t know in a year how much could have been done but was it even on the local radar.
I am not making an accusation,just inquiring from anyone that is in the know in light of all the recent political criticisms.

Studies, studies, studies. More commissions like 9-11 to study, study, study, but accomplish nothing.
Every road project, every civilian project is overburdened with studies.
I understand the need for a proper assessment of the situation, but today, we use studies in place of action.
Much of this is due to the environmental movement, much is due to spineless office-holders that would rather have the appearance of action rather than the real thing.
