In any benefit cost analysis - failure is often caused by not explicitly measuring the do-nothing, or "base case" option. In the case of a flooded NO - the base case might be to pump out the water (running the existing pump system), bulldoze much of the residential sectors to eliminate health and environmental issues, then protect a smaller area (downtown, historic district) with additional flood protection.

If the cost of repairs and enhancing the levees to withstand a category 5 were, say 300 trillion dollars, I think we all know what the answer would be. What the real cost of real alternatives is - has to be developed objectively and presented to the taxpayers who are going to foot the bill. It must be of such a magnitude that the state of Louisiana cannot handle it - or one presumes they might have... Never mind.

Hastert is correct - and Blanco should stick to doing what she is supposed to do and has failed to do heretofore - protect the citizens of her state.

How about moving the city to above ground location. If your going to rebuild 75-80 percent of a city you might as well move it 10-20 miles. That way you can make New Orleans the best looking and functioning city in America. You can have multiple highways, 10 lane highways, have good housing locations, have the projects spread out. Man if they did it right New New Orleans would be amazing.

Unfortunately...he's right...Galveston was at sea level, they're no longer are...N.O. can do it. Otherwise, N.O. could be just like Fla., Miss. and Ala...one hurricane after another. Now wouldn't that be a shame to be hit again and the levees failed and the city went under water again.

There is plenty of open space in Louisiana. I say relocate to New New Orleans. And get those folks at extreme home makeover involved. They know how to get things done.

I have been thinking about this. Right now it seems to not be a partisan issue and people are either sure that it should be rebuilt or that it should not. One of these two groups are going to have their minds changed over the next couple of months.

IMO. Have the insurers go in settle with all. If not a CTL (constructive total loss) send in the adjusters and have the Feds pay the difference. Give each of the uninsured an estimated value of their assets and let the place rot over the next few decades.

NOLA will never be safe from Al Queda attacks after this. Three or four well placed little explosive devices and the grid goes down. A couple more and the levy is opened in a few spots and you know what happens from here. Unacceptable risk to rebuild. The area is simply not able to be protected. As a matter of fact, we don't even need AQ, we now have our own little ratterroists living in NOLA. I don't think she's right -- there is a bit of a mass hyponosis going on to get people thinking NO will be rebuilt better than ever. We all knew it'd be destroyed eventually so its insanity to expect a different outcome next time.

She's right. Hasert should have waited till everyone was evacuated before he said it.

She's a rat she's never right. Blanco is a vapid drama queen as are most rats. Hastert is correct it might not make sense to rebuild New Orleans. What difference does it make when he said it? The dead don't care and the living who have lost everything may not want to return. Even if NO is rebuilt it will never be the same. It doesn't affect how quickly the evacuation will occur so how will Hastert's comment offend anybody?

I don't suppose anyone will blame those responsible for the situation...like the looters who are shooting at cops, etc.

An angry Gov. Kathleen Blanco demanded that Speaker of the House Dennis Hastert, R-Ill., apologize for his statement that it might not make sense to rebuild New Orleans. It was “unthinkable,” Blanco said, that Hastert would “kick us when we’re down. I demand an immediate apology.”

If Ms. Blanco were half as angry at the savages who are running loose in New Orleans as she is at Dennis Hastert, the streets of New Orleans would be filled with bullet-riddled bodies of looters by now.

People in denial hate to hear the truth. It's like poison to them.

Repeatedly rebuilding a city that is below sea level and continously sinking is just a recipe for disaster. It doesn't matter how much people love their city...if they just rebuild again, more people will die!
