A below sea level hole next to the ocean in an area that
sees fairly frequent hurricanes...and floods..?

Rebuild with US taxpayers money...

I just as soon give it to the Palestinians

Just listening to re-run of Dennis Prager show, and he had a guest on who was talking about the disaster and topic of other cities that have been elevated ,, Seattle and sacramento are two examples, but these were done years ago.

Cost alone would be prohibitive.

also not sure of what the cost would be to rebuild the levee system for CAT 4/5 hurricanes in the future but it would have to be enormous.

Make half of it an Urban Combat training site, and the other half a field artillery impact area.

ESPECIALLY with the attitudes that I've seen expressed from the New Orleans governmental and business so-called leadership.

Dammit people! You can't build and live in an area that dares to be a disaster zone and then blame the feds when it happens and you're not prepared.

Yes, the port must be rebuilt, but nothing says that we have to rebuild the city as it was. Almost anything under three stories that was flooded will have to be bulldozed since it will be so badly contaminated that it will be cost prohibitive to remediate it.
