In the Army, I learned leadership from the front and that it is important for leaders to be where the critical point is located and to be able to bring all the needed resources to that point to be successful. He wants to go to NO, but doesn't want his presence to take away from the law enforcement presence necessary to maintain the security of the city. It takes a lot of security to have the President, and he is aware of that... that is why he says that NO is a wait and see visit point.
