Not only that, HE TOLD THEM AHEAD OF TIME what to do and the did not. I got this snipit from a NOLA news website and it is dated Sunday (a day before the storm talking about what happened SATURDAY)

President Bush declared a state of emergency in Louisiana, authorizing federal emergency management officials to release federal aid and coordinate disaster relief efforts. By mid-afternoon, officials in Plaquemines, St. Bernard, St. Charles, Lafourche, Terrebonne and Jefferson parishes had called for voluntary or mandatory evacuations. New Orleans Mayor Ray Nagin followed at 5 p.m., issuing a voluntary evacuation.

Yes, Bush did try to get them to evacuate NO. That declaration gave them the funds to do it. There wasn't much else he could do.
Our Constitution says that the states have control - I don't think any of us would really like to see the Feds being able to just take over anytime that they didn't like what the states do.

But I do hope that most of us think about this when we decide who to elect as Mayor or Governor. I really do think this shows what can happen if you have a weak Mayor and a weak Governor.
I really think this would have been very different if Rudy Giuliani had been NO Mayor.
