After the mayor declared "Mandatory Evacuation" he needed to provide transportation. He had the means but not the brains. Here is a picture from RasterMaster to support this claim.

Yes. I wrote a story about the buses.
GALVESTON HAD A PLAN TO USE THEIR BUSES BUT APPARENTLY NEW ORLEANS DID NOT.
