The truth seems to be that the government response, including coordination among various states, on all levels from local to federal, was a disaster. Coupled with the fact that the population remaining in NO lacked any initiatiave what-so-ever, apart from the criminals and assorted sub-humans going on a looting, murdering and raping rampage, you get what we have in New Orleans today. In other words, the usual suspects, government and inner city dependants, behaved as expected. The lesson for everyone is that don't in any circumstance rely on the state, local or federal government for your life and limb.

Well, that basically sums it up. Of course, some governments are better at dealing with things than others. But I'd want to be as far away from NO as possible as early as possible, and avoid getting caught up in this whole mess.

It was a Cat 5 as it was approaching the Gulf Coast and in the wee hours of Sunday morning, the National Weather Service said with remarkable prescience what was about to happen in NO and that area directly hit unless Katrina fizzled.

MOST OF THE AREA WILL BE UNINHABITABLE FOR WEEKS...PERHAPS LONGER. AT LEAST ONE HALF OF WELL CONSTRUCTED HOMES WILL HAVE ROOF AND WALL FAILURE. ALL GABLED ROOFS WILL FAIL...LEAVING THOSE HOMES SEVERELY DAMAGED OR DESTROYED.

THE MAJORITY OF INDUSTRIAL BUILDINGS WILL BECOME NON FUNCTIONAL. PARTIAL TO COMPLETE WALL AND ROOF FAILURE IS EXPECTED. ALL WOOD FRAMED LOW RISING APARTMENT BUILDINGS WILL BE DESTROYED. CONCRETE BLOCK LOW RISE APARTMENTS WILL SUSTAIN MAJOR DAMAGE...INCLUDING SOME WALL AND ROOF FAILURE.

HIGH RISE OFFICE AND APARTMENT BUILDINGS WILL SWAY DANGEROUSLY...A FEW TO THE POINT OF TOTAL COLLAPSE. ALL WINDOWS WILL BLOW OUT.

AIRBORNE DEBRIS WILL BE WIDESPREAD...AND MAY INCLUDE HEAVY ITEMS SUCH AS HOUSEHOLD APPLIANCES AND EVEN LIGHT VEHICLES. SPORT UTILITY

VEHICLES AND LIGHT TRUCKS WILL BE MOVED. THE BLOWN DEBRIS WILL CREATE ADDITIONAL DESTRUCTION. PERSONS...PETS...AND LIVESTOCK EXPOSED TO THE WINDS WILL FACE CERTAIN DEATH IF STRUCK.

POWER OUTAGES WILL LAST FOR WEEKS...AS MOST POWER POLES WILL BE DOWN AND TRANSFORMERS DESTROYED. WATER SHORTAGES WILL MAKE HUMAN SUFFERING INCREDIBLE BY MODERN STANDARDS.

THE VAST MAJORITY OF NATIVE TREES WILL BE SNAPPED OR UPROOTED. ONLY THE HEARTIEST WILL REMAIN STANDING...BUT BE TOTALLY DEFOLIATED. FEW CROPS WILL REMAIN. LIVESTOCK LEFT EXPOSED TO THE WINDS WILL BE KILLED.

AN INLAND HURRICANE WIND WARNING IS ISSUED WHEN SUSTAINED WINDS NEAR HURRICANE FORCE...OR FREQUENT GUSTS AT OR ABOVE HURRICANE FORCE...ARE CERTAIN WITHIN THE NEXT 12 TO 24 HOURS.

ONCE TROPICAL STORM AND HURRICANE FORCE WINDS ONSET...DO NOT VENTURE OUTSIDE!

Also, early Sunday morning, the National Hurricane Center, too, reported that Katrina would be "comparable in intensity to Hurricane Camille of 1969 … only larger." The likely outcome was that it would stay a Cat 5 unless God decided to sap it of its strength.

It says that ultimately Bush had the power to step in and manage the relief efforts. He could have had a plan at the ready to force upon NO/Louisiana once it was clear that Blanco and Nagin weren't up to the task, as well as use the CRAF provision

If you noticed he did take control because those 2 failed to step up and be a leader

Question. Why didn't we have the NG mobilized before the hurricane?

Of course over there, it's all Bush's fault, and it's not fair to blame the governor, because she's like a Mother who has lost a child.

It's like blaming an injured accident victim for not getting up and walking away from a crash - or better yet, like blaming an injured accident victim from not assisting others involved in the crash.

You can't blame this on "paperwork" - any necessary documentation could be handled in good time, as circumstances permitted. All that was necessary was for Governor Blanco to call President Bush and say: "Mr. President, as Governor of Louisiana I hereby authorize and request that you provide federal National Guard assistance to Louisiana." That's it.

Lets not get stuck on semantics. What I meant with 'paperwork', apart from physical documents, is that the White House had the option of being the active communicator to acquire oral authorization when the call from Blanco never came!

The problem is that we are arguing here about legal responsibilities like a bunch of lawyers. The ultimate moral responsibility (in the eyes of the general public) in the face of natural disaster falls on the national government when those legally responsible don't act. Now, I don't necessarily agree with this notion that we should always except the government to come and save us. Individual initiative can do wonders. Look at the young man commandeering a school bus out of New Orleans and saving 70 people in the act!

Yup, and of course there were no plans to get folks out of the bowl before the storm hit without cars, none, nada, and in fact that was published ironically in the NO newspaper a week or two before the storm. Much will change from this. I assume vulnerable areas will be required to put a public evacuation plan in place, using school buses etc, and there will be a US military command and control component. We cannot allow tragedies like this to happen (and it could have been much worse), whether because of incompetent local and state governments or otherwise. We are one nation.

These storms give a two or three day warning, and the tracking is very accurate now. Much can be done if there is preplaning, pre-positioned military staging areas and intensity and focus. We are in the decade of intense hurricanes, and strong hurricanes are likely to hit again and again, and when they hit the shallow waters of the gulf, huge storm surges will hit again and again.

I know very well what it was; I've been on these threads for almost two weeks.

Whatever it WAS, your statement was incorrect. It did not make LANDFALL as a CAT 4, which is what the NHC records.

Uh huh......and just who in the general public gets to decide when that is?

Oh, and how long will that take -- you know, for the general public to come to agreement that the governors and mayors are in over their heads and the president needs to step in?

There was no centralized national focus, a focus with the intensity to match the intensity of the storm, to sweep away all the bureacratic BS. One does not have time for that when you have 72 hours to act.

Blanco is a scary preview of Hillary Clinton as Commander in Chief.

Now there is an alert observation.

We should act on that at the appropriate time...say about July of 2008.

Let's assume that Governor Blanco was for one reason or another unable to act and coordinate the request for New Mexico NG federalization with NM Governor. Meanwhile, anyone watching CNN early wednesday saw people dehydrating on the streets of New Orleans and city descending into chaos. The White House was surely aware of what was happening. Couldn't the White House have a fricking telephone call with the governors down in Louisiana, New Mexico etc. and agree with them to federalize the necessary NG units and send them their way?

We're very much on the same page, except I suggest that Bush had to have known how this would turn out in the hands of idiots like Blanco and Nagin before this became a crisis and should have had everything set up to come in and take control. He should have gotten pre-clearance, so to speak, from the governors telling them that he was 99.9% sure that the NG troops would be needed to assist NO/LA and he should have set up plans for evacuations and such. He should not have assumed that Blanco and Nagin would do anything right.

And THAT is where you diverged from reality.
It was HER responsibility to activate troops in her state and request troops from neighboring states.

NOT the President.
It is NOT up to the President to do Blano's job FOR her.

As it sits, the President already did one end run around Blanco and Nagins to tell people to get out.
And some whined about THAT.

It appears that for some people, the President can never do anything right.

The problem with all of this noise is that it plays into the Lib's goals.. taking the National Guard away from the States and ultimately giving jurisdiction over law enforcement to the President and the Federal Government.. In all of this vicious recriminations, there is a power grab happening and "conservatives" better think twice about going along with this program.

GOVERNOR of LA is a she.
She did not do ANYTHING until the President told people to get out.

WHAT is so hard to understand about this?

My unit was activated at the STATE level for a blizzard back in 97-98.
Though we were all technically activated, only four of us were put to use.
But it was a STATE level activation due to the blizzard.
Fast forward to 9/11.
In response to that, at the STATE level, members of my unit were activated.

Are you seeing a pattern here yet?
The responsibility to activate troops was not on the President, it was on BLANCO and she did NOTHING.
