Did anyone see the able bodied adults getting the elderly and disabled strangers to safety? I did not, what I have seen is a complete break down of all civilized norms, just when they were needed the most.
Those who would victimize a nursing home or abandon the elderly have no civilized norms to break down from. Character is not altered by a crisis, it is merely revealed for what it is.
