 TONY Blair declared all-out war on yobs yesterday as he vowed to bring respect back to society.

The PM unveiled tough new measures to tame rowdy teenagers BEFORE they commit any crime.

And he warned he will “come down heavy” on parents who fail to keep kids in line.

Mr Blair put anti-social behaviour at the top of the agenda as he returned to work from his family holiday.

He pledged to “change the rules of the game” to protect the law-abiding majority from drunks and louts.

In a blistering speech, Mr Blair announced powers for courts to slap curfews on problem youths — even if they have not committed a crime.

Their mums and dads will be sent for compulsory parenting classes before their at-risk kids get into trouble.

The PM declared: “Far too often, we get heavy after the problem has got incredibly serious.”

Schools, councils and housing chiefs will be able to use parenting orders over truancy and rowdy behaviour.

Mr Blair, speaking in Watford, Herts, added: “The new powers will apply to children at a much earlier stage.

“Not just when they have committed a criminal offence or been excluded from school — but IF they are about to get involved in anti-social behaviour. This is about prevention, not just punishment. Good behaviour and strong parents are the foundations of a civilised society. The root of anti-social behaviour is disrespect.”

He added: “At its worst, it’s a complete indifference to anything other than self, drug dealers in the street, violence after getting drunk, total disregard for the effect your behaviour has on the lives of others.”

 



Tough new measures, to be detailed later this year, will include HELP for parents as well as punishment.

Mr Blair said the time had come for the law-abiding majority to assert their rights.

He insisted: “This will only happen if the culture of our criminal justice system itself changes.

“That means an historic shift from a criminal justice system that asks, first and foremost, ‘How do we protect the accused from the transgressions of the State or police’, to one whose first question is, ‘How do we protect the majority from the dangerous and irresponsible minority?’ ”

Last night MPs warned he could only tackle street yobs by axing plans for 24-hour pub opening.

Tory Theresa May said the PM had been talking about the problem for eight years — and it had only got worse.

She added: “The Government appears to be trying to solve this problem from the wrong end.

“Parents and families should be given more real support to provide a stable environment.”

A TOP civil servant who boasted about binge-drinking was named yesterday as head of a new anti-yob taskforce.

Louise Casey, 38, was handed the post as government Co-ordinator for Respect.

It puts her at the forefront of the drive to rid the streets of late-night drunks and hooligans.

In July she faced calls to quit her Home Office job after she told senior cops she liked to get “hammered”.

In a foul-mouthed after-dinner speech she mocked Labour ministers and said some would work better if they were “p****d.”

She told chief constables at Stratford-upon-Avon, Warwicks: “Doing things sober is no way to get things done.”

TONY BLAIR bounced back from his holiday — and showed he has started listening to the people.

 

He announced a crackdown on yobs and their neglectful parents.

And he promised to turn the criminal justice system around so that it protects the victims of crime, and not the criminals.

The Sun has pressed the Government for action on both these issues.

Mr Blair proposes more parenting contracts and orders — compelling people to control their children.

But if these are to tame the feral kids who now infest our cities they will have to be backed up by penalties with real bite.

Mr Blair also emphasised action will be taken more quickly — and against children who have a POTENTIAL to be yobs.

Let’s hope it can be achieved.

Last week The Sun awarded its first Lionheart Award to battling gran Renee Cavanaugh.

It took her TWO YEARS of lone campaigning to win an Anti-Social Behaviour Order against just one of the gang making her life a misery.

Mr Blair admits new laws alone are not enough to mend the ills in our society.

It needs a change of culture.

All the more reason to question his appointment of Louise Casey as his Co-ordinator for Respect.

She is the government adviser who praised binge drinking, threatened to “deck” Downing Street officials and boasted how she liked to get “hammered”.

Well, they do say poachers make the best gamekeepers.

Nice words from PM Blair, but it's sad to see the Tories apparently behaving like our own Dems on this issue, with the familiar squishiness:
Tory Theresa May said the PM had been talking about the problem for eight years — and it had only got worse.

A good start, but instead of supporting tough new measures she goes the route of our own Libs:

She added: “The Government appears to be trying to solve this problem from the wrong end.

“Parents and families should be given more real support to provide a stable environment.”

Nothing provides 'support' quite like the understanding that there are consequences for actions or inaction.

Apparently, in Great Britain the job requires that you be an unrepentant, hardcore boozer yourself in order to get the job.  Our dear British Friends deserve far better than what I'm seeing in this article.  Perhaps you should apply?  Pretend you're a boozer in order to get your foot in the door, then bring in your 'enforcer'....Sheriff Joe Arpaio from Arizona!  He will set them straight.

You probably know him as "America's Toughest Sheriff", a name given to him by the media years ago. It's a name he certainly has earned as the head of the nation's fourth largest Sheriff's Office. But even before he became Sheriff in 1993, Joe Arpaio was one tough law man.

 After serving in the Army for three years from 1950 to 1953, Arpaio went on to build a federal law enforcement career and a reputation for fighting drug trafficking around the world.

 From the United States to Mexico to Turkey to the Middle East to Central and South America, Arpaio was an expert in undercover work establishing a stellar record of infiltrating drug organizations and arresting drug offenders.

 His expertise led him to management positions with the U.S. Drug Enforcement Administration (DEA) in the United States and around the world. He concluded his remarkable career as head of the DEA for Arizona.

 In 1992, building on his expertise as a former police officer in Washington D.C. and Las Vegas, and as a top federal law enforcement official, Arpaio successfully campaigned to become the Sheriff of Maricopa County.

 He won the election in 1992. Four years later, in 1996, after his policies had earned him unprecedented praise and an 85% public approval rating, no one even ran against him when he sought a second term as Sheriff.

 After 42 years of law enforcement experience, Arpaio's strength is in his ability to know what the public wants. "As Sheriff, I serve the public. The public is my boss", are statements often made by Sheriff Arpaio.

 And in serving the public, Arpaio has done many unique things as Sheriff.

 On August 3, 1993, he started the nation's largest Tent City for convicted inmates. Over 2000 convicted men and women serve their sentences in a canvas incarceration compound. It is a remarkable success story and has garnered the attention of government officials and media worldwide.

 The same is true for his chain gangs which work six days a week contributing thousands of dollars of free labor to the community. The male chain gang and the world's first ever female chain gang clean streets, paint over graffiti, and bury the indigent in the county cemetery.

 Equally impressive are the Sheriff's get tough policies. Arpaio doesn't believe in coddling criminals, frequently saying that jails should not be country clubs. He banned smoking, coffee, pornographic magazines, movies and unrestricted television in all jails. He has the cheapest meals in the country too. The average inmate meal costs under 20 cents.

 Arpaio also has launched innovative rehabilitation programs like "Hard Knocks High ", the only accredited high school in an American jail. His ALPHA program teaches inmates to turn away from drugs. It is one of his proudest accomplishments. A high percentage of ALPHA graduates leave his jail clean and sober and rarely, if ever, return to incarceration.

 As for his deputies, Arpaio has increased salaries, encouraged education by providing incentive pay, improved equipment and the fleet, and has elevated this office to a full-service, state-of-the-art world renowned law enforcement agency.

 Also under Arpaio, the posse has grown to 3200 members, the nation's largest volunteer posse. These men and women, always are a great help to deputies, help in search and rescue and other traditional police work as well as in special operations like round-ups of deadbeat parents, fighting prostitution in the valley's so-called red light district, and patrolling malls and shops during holidays. The posse's contribution is invaluable and essentially free to taxpayers.

 Arpaio and his wife, Ava, have been married 47 years. They have two children and three grandchildren who also reside in the Phoenix area.

 Arpaio says his plans include several more years as the head of the Maricopa County Sheriff's Office.

I agree....it's hard to get too enthusiastic without any specifics and with such a dismal track record on this issue.  At least he's not defending the status quo as our Left loves to do re crime and social collapse.   If the Tories keep on with spineless liberal pap as what's shown in this article, then Labour will be in a strong position in the next elections....the public is sick of the yob culture and I'm guessing they will support tough changes....provided they get implemented in the first place.  Let's hope that PM Blair will FINALLY put his words into action....if he doesn't, I'm guessing the public will have little patience.

England might outlaw spanking

 

England's House of Lords will vote on an amendment that would do away with the parent's traditional right to exercise "" on their children. Under the proposed change, a parent could still employ a "mild smack," but if the blow so much as reddens the child's skin, the parent could go to jail. The new law would also forbid "causing psychological distress to a child."
Prime Minister Tony Blair is opposing the law, but, under pressure from his fellow members of the Labour Party, he has agreed to let it come to a vote.

House of Lords Compromises on Banning Traditional Parenting - Spanking by Parents
 

LONDON, July 6, 2004 (LifeSiteNews.com) - The British House of Lords has rejected a move to criminalize spanking but in doing so has voted to insert wording that could make the use of physical punishment effectively prohibited. As LifeSiteNews.com reported last week, a consortium of lobbyists have been pressuring the British government to make any spanking or use of physical discipline a criminal offence. Last night the Lords voted 250 to 75 not to go so far. However they also voted 226 to 91 to pass a compromise to allow moderate spanking, "mild smacks" that do not leave a red mark, break the skin or bruise.

The provision also makes it easier to prosecute parents who physically or mentally abuse their children by spanking. However, such ambiguous language as "mental or physical abuse" can be open to interpretation by activist courts.

Prime Minister Tony Blair commented on BBC radio that he felt parents needed to be able to spank "really naughty" children. The Prime Minister said he was ill at ease with interfering in private family affairs. Blair said, "A dose of common sense is what you need in any of these arguments."

The move to supplant the rights of parents to discipline their children and to follow traditional parenting practices has made great inroads in Europe, especially in Scandinavia where it is illegal to use any physical discipline on children at all.

The amendment must be approved by Britain's House of Commons before becoming law.

and unrestricted television in all jails.

I seem to recall that he outlawed all television in his jail and the ACLU sued him. The judge said he could not exclude all television, so now the inmates are allowed to watch TV, but only religious programs and lectures by Newt Gingrich.
