According to the Press 65% of Louisiana's National Guard was in State. Why they were not Mobilized in full prior to the Storm is a question for the Governor, who is in charge.

Governor Blanco must have been waiting for instructions from some higher up Democrat/lawyer. Only reason I can figure for her being so dad-blamed stupid.
