the people who did this - are in the astrodome now.

Or in Renunion Arena or the Convention Center in Dallas, at the former Kelly AFB and other locations in San Antonio, or at several locations in Austin, Sherman, Bonham, Temple, Killeen, and many other Texas cities. Not to mention cities in locations north of the disaster area. Still most of those evacuated from NOLA after the hurricane hit were evacuated to Texas.
