In only 2 days people lost it so badly that they resorted to this? And we want to rebuild for these freaks?
Word of this was leaking out while it was happening, e.g., from tourists who were evacuated earlier, from hysterical on-the-scene TV reporters, from the chief of police. Time to refocus the blamers from the feds down to the individuals--the first tier in any emergency response effort. Perpetrators should have been shot immediately, but neither Nagin nor Blanco had the balls to order what had to be done. Also, the individual cops didn't have the balls to do what had to be done--damn receiving orders. And the people themselves should have risen up and taken control, snuffing the perps right away.
The people, and I use the term very loosely, who did these things had lost it long before Katrina was even a tropical wave.
