Even funnier (not) is the fact that if you read this document, there really is no plan here either. This is more a statement of requirements for developing a multitude of coordinated plans, i.e. a Comprehensive Emergency Management Plan. This is a management document created by committees of overpaid suits whose chief talents lie in slinging a good line of B.S. and polishing PowerPoint slides.
I agree. You're right; this is very vague who is in charge of what. Look at the V. Task section. If it weren't so inept, it would be laughable.
There's also a section regarding training, and it mentions applications to take courses. Huh? Anyone understand this?
Come on, now. Stop giving hints to the MSM. They would have actually read this sometime in some future year, and would have concluded that the verbiage veneer that covers this like the oil streaks covering NO Venice-look was an actual "plan."
It's just no fair or no fun when you go ahead and tell them there's hidden pictures in these preschool drawings. (One of 'em might actually ask the question, "Where?")
