Note on this photo that the production areas of the refinery are NOT underwater, only the moated storage tanks. The press got it wrong.
All the press knows about oil industry is that it is "EEEEVVVVILLLL", and "BIG". That way they spout about "Evil BIG oil", and don't know a flooded containment dike in a tank farm from the grease in their skivvies.
