I wonder what the penal code is under a state of emergency or martial law? Anyone believe they'll invoke it or will Blanco "favor" yet another "registered voter"?

I'm curious about the "State of emergency" question because I believe that status has been extended to some 13 states harbouring evacuess now. I'll see what I can find.
