The reporter said that Nagin has authorized the military to forcibly remove residents. Military says, "What's a Nagin?"
I don't believe Nagin has that authority. I am not sure the troops are supposed to even have weapons there. I am glad they do, but I read somewhere that in the aftermath of Andrew the Florida gov. refused to sign over control and that when the troops arrived they had to send all of their weapons back to the armory. Troops were only allowed to help with humanitarian issues.
