Tuesday, May 19, 1998Mr. President, I voted in favor of this bill, the FY 1999 Energy/Water Appropriations bill. There is much to support in the bill.

Mr. President, I urge my colleagues on both sides of the aisle and in both Houses to work harder to curb our habit of funneling resources to provincial ventures. Serving the public good must continue to be our mandate, and we can only live up to that charge by keeping the process free of unfair and unnecessary spending that further burdens the American taxpayer.
OBJECTIONABLE PROVISIONS IN THE FY 1999, ENERGY, WATER DEVELOPMENT APPROPRIATIONS BILL LANGUAGE
- Earmark of $150,000 to Rehoboth and Dewey Beaches,Delaware for Corps of Engineers to advance preconstruction engineering design of the Rehoboth and Dewey Beaches portion of the Delaware Coast from Cape Henlopen to Fenwich Island, DE
- Earmark of $300,000 to Fort Pierce Shore Protection, St. Lucie County, Florida for the Corps to complete a general reevaluation report for the extending the authorized Fort Pierce shore protection project.
- Earmark of $300,000 to Lido Key Beach in Sarasota County, Florida for the Corps to complete the feasibility study for the Lido Key project
- Earmark of $100,000 to Paducah, Kentucky for a reconnaissance study, including a full condition analysis and identification of costs and priorities for updating, replacing or modifying major project features in the vicinity of Paducah
- Earmark of $500,000 to Lake Pontchartrain Basin Comprehensive Study, Louisiana
