Those EOs are from the Carter Administration, and have long since been changed.

I don't know, but I seem to recall alot of hysterics from some of us even over FEMA and the impending Y2K crisis.

So .. in a major emergency .. somebody has to have the authority to act and accomplish things and rescue and help people.

The dems loved FEMA .. when they were in power .. and they were hoping to have a 9/11 whereby they could institute martial law and take over. I believe one of the EO's used to be that the Attorney General would be in charge (when Reno was AG - which means that Gorelick would have really been in charge - scary).

Since that EO no longer exists, I guess the Bush admin changed it.

You just can't win. First people say the Feds do too little and now this is saying they can do too much.

From what I understand it takes an act of congress to change an EO and they don't do it very often.

I think this discussion should be on the way EOs have federalized everything. Its not tinfoil to want to keep authority with the local government and citizenry, and not give it unconstitutionally to the federal government.

So, do you think FEMA's apparent ineptitude is a scam, and the double secret government is really the one pulling the strings?

"I seem to recall alot of hysterics from some of us even over FEMA and the impending Y2K crisis."

Is it safe to come out yet?

It looks like the EOs ammend the Federal Civil Defense Act. So by executive order, the president is amending legislation after it became law. Constitutional? What do you think?

The Federal Civil defense Act:

On December 1, 1950, President Harry Truman created the Federal Civil Defense Administration (FCDA) [EO 10186] within what was called the Office of Emergency Management (OEM), attached to the Executive Office of the President. OEM's purpose up to that point had been largely to provide the President with a mechanism to monitor emergencies and disasters that affected the United States, and offered no direct assistance to state or local governments.

So since the FCDA was passed, somehow the federal government changed from its role as monitor to provider of all assistance. Constitutional? What do you think?

Just like the TIN-FOIL-HAT screams when you (in general) were warned about the ID chip implants --- all you saw here was TIN-FOIL-HAT!! Sneer Sneer Ha ha ha etc. The ID Chip implants are now reality and soon to be mandatory if we continue to listen to the likes of the "Tin-Foil-Hat" crowd.

Using the time-honored communist techniques of whining and crying and insulting anyone who brings up a subject YOU don't want to admit or let others know about. You try to embarass people into NOT posting.

Kennedy wrote the inital orders - Carter (with Castro's help?) changed them into a tyrants dream of power.

If you look them up, they will show if and when the text was changed or deleted by superceding EO's

IF you have "know" they were rescinded - offer the proof -otherwise we will assume what your motivations really are.

BTW - nice family portrait.

do you think FEMA's apparent ineptitude is a scam

Aside from the aristocracy in the Senate and the aristocracy-in-training in the House, Gummint is just us. Since we wouldn't ever dream of running a scam, I would put it down to just ordinary aptitude and skill supplemented with public school training.

As far as the double-secret Gummint, I understand that the former James Bond is looking for a new gig.
